ARENA Project meeting, Istanbul (Turkey), March 2003
A Regional Capacity Building and Networking Programme to Upgrade Monitoring and
Forecasting Activity in the Black Sea Basin (ARENA)
Kick-off ARENA Project Meting was held in Istanbul, Turkey, 24-25 March, 2003
with the participation of the Project Coordinator Dr Hristo Slabakov, Executive
scientific and administrative secretaries and Work Package leaders. I.
Salihoglu acted as the chairman of the meeting. Several issues regarding the
implementation ARENA were discussed. The EC after extensive discussions agreed
on the following items:

It is understood that there are some gaps of participation of the riparian
countries to the Project Task Teams. In order to fill the gaps, each country
will provide the missing names to the Project Coordinator through the work
package leaders on their earlier convenience.

ARENA Coordinator will work in close collaboration with the regional
international organizations, priority will be given to the Black Sea Commission
and Black Sea Environmental Programme and the facilities of these organisations
will utilized for the implementation of the Project

All Participating Partners will be encouraged for the identification of the End
Users of the project and communication with the end users will start as soon as
possible.

For the success of ARENA, WP2 and WP3 will work in close collaboration and will
harmonize their activities. The same strong links will be established between
WP5 and WP6 too.

The Coordinator and WP4 leader will make an extensive plan for the realization
of the responsibilities undertaken.

WP2 will provide a detailed plan following the Task Teams meeting. This is an
urgent subject and needs immediate action.

In order to secure ARENA implementation, a back-up system have to be
established with the collaboration of the Coordinator and the Scientific
Executive Secretary.
The meeting adjourned after the discussions.
