The Black Sea GOOS is a local Association formed by the Black Sea riparian countries in order to foster Operational Oceanography in the region and set up links with other regional and global organizations (with similar objectives).

An important milestone towards Black Sea GOOS:

The purpose of the meeting was:

- to advance the strategy and implementation plans for the Black Sea GOOS;
- to discuss user needs;
- to finalize the Memorandum of Understanding of the Black Sea GOOS;
- to establish a formal Black Sea GOOS Steering Committee to oversee the further implementation of the observing system for the Black Sea.

This meeting was chaired by Valeriy Eremeev (Ukraine), and was attend by 39 people, from the 6 Black Sea coastal states, (Georgia, Russia, Ukraine, Romania, Bulgaria and Turkey), UNESCO, GEF, the Netherlands, and the EuroGOOS Office. Generous host facilities were provided by the Port Authority of Poti. The Meeting approved a draft MoU for the constitution and management of the Black Sea GOOS, and discussed a draft MoU which would provide for working relationships with the EuroGOOS. The latter will be reviewed, revised, and circulated for comment to all Members of the EuroGOOS, and then submitted for acceptance at the EuroGOOS Annual Meeting. There is strong interest in developing a Ferry Box in the Black Sea: the contact is Ilkay Salihoğlu. The meeting discussed the possibility of operrating profiling floats in the Black Sea. One representative from each of the Black Sea GOOS countries will attend the European Commission “Cluster” meeting for operational oceanography from 18-20 June.

All the countries bordering the Black Sea are Members of the Council of Europe, and so, in principle the agencies from these countries could apply for Membership of the EuroGOOS

Background information was provided on GOOS, EuroGOOS, Black Sea environmental programs, SeaNet, national observing activities/plans in the riparian countries, user needs for marine products. The workshop approved in principle, a draft strategy and implementation plan, a memorandum of understanding that would establish a formal Black Sea GOOS organization and a subsequent Black Sea GOOS Steering Committee.
